If you're talking about tier 3 rares, they are in the game, just very rare. Only top notch items require them though but you got to be careful about what you make and be sure that it's gonna be useful for some time. Should get some usually if you research high grade items.

Yeah I don't think The Jeweled spider web is in game or its bugged. I maxed out Arms in beta I had all my blues for each tier after a few levels. I have gathered for hours and researched countless items and no Spider web yet. Either it comes from a certain type of node I havent seen or its bugged. With arms I was giving away rares.

All the way to 300 0 Jeweled Spider Webs. Sad I wanted to craft some blues for myself. Possibly bugged or just well hidden.

    I've gotten 5 or 6 of them, so they're definitely in-game.

I'm halfway through T4 now I didn't get a jeweled spider web until after I was working on T4 from a decon and I received one.. The drop rate needs to be looked at you need 4-6 of them for some items. I deconed over a 100 items easily.

Please look into the drop rate it really ruined my experience for crafting mysticism after having a blast with arms in Beta.

I had a bunch of them during open beta, so it was working recently.

AFAIK, blue components like the Jeweled Spider Webs can only be obtained from nodes (rarely) or from breaking down blue items.
