some strange UI bug...

I am running CO at 1680x1050 and every now and then ill have some tool tip thingy appear below my tool belt while I am using mouse look while moving my character around..

there seems to be some blank tool tip box that will flicker right at the bottom right had side. its not a game killer but its really annoying.
