Respecing Bugged?

Im not sure if this is a bugg or a fault in the gameplay of the game.
I made a char from scatch and at lvl5 i found out one thing about an energy building power that made it more diserable so i wanted to switch to that power. Since i couldnt afford the respec i didnt add anything else except teleport to make sure i could change it later when i hade the money.
6 lvls later when i was lvl11 i hade the money needed and went back to respec, but then it turned out i could no longer respec at all!
Is this how unforgiving the gameplay is SUPOSED to be or is it a bugg?
I dont want to reroll each time i make a misstake in my build. Bether fix so you can respec as far back as you want and also so you dont have to respec all previous items. You should be abel to just respec the energy builder as an example instead of every other item before that one. You bether fix this Cryptic!
