This was not an issue in the open beta.
As of Early Access / Head Start - anytime that I target anything, my game hitches / freezes for maybe 250-500ms. If I cycle through targets, it freezes on each new aquisition. It also seems to be slow to display the target frame information.
The game is running off an SSD array that has not exhibited any read issues / slowness.
I have tried raising the priority on the process - which seemed to lessen the issue slightly - the framerate is rock solid around 60 fps with everything turned up and vsync on @ 1920x1200.
I have shut off all background processes and restarted the computer several times to no avail.

Looks like we have similar hardware / OS setup at the moment. Need another person to report to really help narrow down the issue.
I am updating to the latest nVidia drivers - but again, this issue was not present in the open beta with the current drivers I have.
1. This problem occurs when the screen mode is set to "Windowed" or "Windowed-Full". It does not occur if you set it to "FullScreen".
2. This problem occurs when antiailising is set to "High 4x" or "Very High 8x" with the screen mode set to "Windowed" or "Windowed-Full". If screen mode is set to "FullScreen" anti-ailising may be enabled at high or very high.
Solution: Disable Anti-Ailising when using windowed mode, or switch to fullscreen to retain anti-ailising.
I would say this is a work-around, more than a solution, but let me know if it works for you.
FYI - anytime you 'minimize' the game client, it will set the mode to "Windowed-Full" when you resume your gameplay. You will need to force it back to "FullScreen".
If I enable AAanything in my Nvidia control panel for CO, and set the app at 2x or off, it works perfectly with as much AA as I want (as set in the Nvidia control panel). Yay.
