UK lag problems - IP trace is interesting

I've been fed up with the terrible lag problems I've been experiencing so decided to investigate - would appreciate comments on here.. I'm fairly pc savvy but networking / IP addresses are a bit of a mystery to me. Try and give as much detail as possible in sensible order.. bear with me :-)

My problem - great fps when standing still on max settings (30-75 fps), poor fps / choppiness / lag / rubber banding when I turn around to the point of the game being unplayable - just moving is painful on the eyes. FPS drops in fraps correlate with huge received data spikes using cryptics netgraph in game tool. Tool says ping is 200 to 300ms, sent data is fairly low and packed / unpacked ration almost 1:1, received data is several 100 to several 1000, ratio of packed to unpacked is high - 5-10 times (varies).. not sure what that means but guessing the data coming from the server to my pc is getting lost / taking a long time?

MY details - UK based, on BT as ISP, wireless network on vista 32, 4 gig ram, 1gig ati 4890, quad core cpu at 2.4ghz, use vista anti lag to stop vista searching for new networks every minute, have norton 360 antivirus / firewall. played with norton, VAL, router settings, no effect on problem.

Tracing IP address - someone said trace this address 208.95.184.40 which appears to correspond to cryptics (is this the actual game server address - can someone confirm?). Did this using trial version of a program called ping plotter - tells me all the steps along the way, flags up as a problem any step where ping is >500ms

from the trace, Ip addresses in UK seem ok.. pings in the 30-40 ms range.. couple of points where 10-20% packet loss then hit a problem

there seems to be a jump from this address to this one..

both appear to belong to xo communications - ping jumps to 120 ms and there is some packet loss (us side) - I assume this is the jump from UK to US servers...

then it gets bad...

jumps to another xo addreess and packet loss is near 100%

eventually it gets to cryptic.

I've attached a txt copy with my ip address removed.
So is this the source of my problem - is it to do with this XO isp? By comparison, a trace to google.com seems fing with good pings and little packet loss.

If someone can help interpret this It would be much appreciated.
