Ego Storm adds random Hold stack

At Kiga when CC-ing dogs, ego storm sometimes adds a stack of hold resistance, not to all dogs and usually at random. This messes up the CC timers, or wakes one or more dogs up, depending on how many received a hold stack, before you could apply ego sleep. This did not use to happen before the recent fix (or maybe not as often)
