Well, you can mix Elec w/ any melee set by taking Sparkstorm's 3-pt toggle adv and having it run in the background, while you do any melee attacks on top of its maintenance. I'm not sure if that's the playstyle (or look) you're going for, though. I don't know much about the character, but at a quick glance she seems to mostly use ranged electric attacks? If so, then I'm not sure what sort of melee attacks you want mixed in there too (Unarmed's best single-target attacks are BCF and DU, while DK is a strong melee AoE, but let me know if you have any preferred attacks you'd like from that set). If a build is going to be primarily ranged, then there's not much use in adding melee attacks (aside from just theme/flavor), though the inverse (primarily melee w/ some ranged) can have some merit (and that can include the Sparkstorm toggle setup). So I guess I just need a bit more guidance here before I try to make a build for the concept.
(It seems like she also had an attack similar to Ball Lightning at one point, and that can be handy to have running in the background for a build, so we could include that as well, regardless.)
Okay, well prob the best functional way to do that then is just the usual Unarmed stuff (BCF or DU for single-target, DK for AoE and Rush) and then I guess you can just layer Sparkstorm's toggle and Ball Lit on top. Here's an example of that:

The last 1-2 powers can be w/e ya want.
In general, it keeps both Ball Lit and the Sparkstorm toggle up, while using charged DK for AoE and charged BCF for single-target (can also throw in charges of DK for single-target if you need extra energy via Rush). Gears mostly for Dex, w/ some Rec and Con (and some cost discount on gear).
Also, if you don't end up liking Sparkstorm toggle setup (cna test in the PH abd/or PTS) then we can try a different approach.
