Unintended damage mitigation from damage debuffs?

putting this in suggestions because i am not sure if this behavior is intended or not. im bringing attention to this because currently -dmg debuffs are providing extremely large amounts of dmg mitigation in pvp. as of right now combining damage debuffs is actually more effective then stacking resistance and it is making builds practically unkillable in 1v1 PvP.

The follow debuffs when stacked together provide far more dmg mitigation then i would consider as "intended"

Shadow of doubt - Telepathy powerset

Fester - infernal powerset

Fear/disorient - found in multiple powersets

Shadow of doubt is by far the worst offender of this, as combining any debuff with shadow of doubt alone results in to much damage mitigation.

If how debuffs affect players cannot be changed, perhaps you can give players a way to remove such debuffs?
