Help identifying a power/device

On some alerts I have seen players using a power/device i cant recognise.

The power/device uses the Telepathy pose(both hands pointing to the head) and emits a single large Circle with a loud noise
It doesnt seem to be "maintain" power.
Want to know if anyone can identify it, so i can see how to get it/unlock it

    my guess would be psionic accelerator, but its a cone, not a circle. maybe it looks circular from some angles. its fairly popular and does the pose.

    H4forums is probably correct.

    However, another device that might be similar: Alien Crystal. Iirc, it does an AoE confuse and is from Q store and sound effect real close to an alien sound from War of the Worlds old movie (not the one with Tom Cruise). 5min cd, so I don't use it any more on the chars that own one.
