Power Armor Crit Build?

I've been trying to come up with a build that uses Targeting Computer with Toggle Powers and I've been having a tough time figuring out how to build it. I currently have two versions: an Endurance PSS build with Weather Shaping as my Toggle Form and Concussor Beam to proc it, or an Intelligence PSS build with Concentration. Dexterity would probably be the best SS to prioritize but there aren't any good Forms that scale off Dex for a build like this. I'm mostly considering Int/End/Dex or End/Int/Dex as my Super Stats since I know how energy hungry a PA build can be. I don't have much else beyond that (I generally build characters as I level them) and would welcome input.
It makes sense, if you don't think about it.

    Chilled Form should be good for this if you want to use Dex- it's basically Concentration, but it has the option to scale w/ Dex (instead of Int for Conc). Here's how I may build a Dex-based PA (going w/ the ballistic powers here, though you could make a similar build w/ the 'beam' powers, or w/e mix of them you want for each PA slot):

    The open power slots can be w/e ya want.

    If 3-slot PA is too energy-heavy for you, either because your gear isn't up to snuff and/or you lack buffs like AoPM/AoAC, then you can always go down to 2-slot PA and still do fine in many cases (if using Recon Circuits then you'll be limited to using upto 2 attack toggles temporarily anyways). Energy Wave w/ Rev Polarity isn't strictly needed, but it can help group up enemies for follow-up AoE (and deal some burst AoE dmg besides). Regardless, the build gears mostly for Dex, w/ some End and Rec (and a good amount of cost discount on gear).

    Crit/Sev 32.4% (+25% from specs and TC)/128.9% (+15% from TC). With AoPM you get a bunch more Crit from Sixth Sense and a little more Sev. The critical part about all Power Armor builds is having enough energy to run three toggles. I have a QE in the Utility but with a Gambler's Luck instead you are almost energy sufficient.

    You can always switch up the toggles to Lasers, I chose munitions because it's easier to team with someone applying the Demolish debuff vs. Disintegrate but more folks have been using Disintegrate lately.
