What is the best way to get access to these devices on PTS for testing?
Ultimate Pillar of Poz - Melee Role
Using Ultimate Pillar of Poz in melee role does not summon Circle of Ebon Wrath.
Circles of Arcane Power, Ebon Wrath, Primal Dominion
These are currently so intolerant of movement that even rank 1 acrobatics, gear 1 (tapped activation) jump will cause the circle to fade. Similarly a sidestep unreliably retains in the circle even with a travel power active.

Does it have something to do with server ticks/check/snapshotting not reliably capturing your position in the circle within the 2 second window? The 2 second grace period is wholly unreliable at the moment. With Ultimate Pillar of Poz trying to bring some attention to them, could the recognition window be tweaked to 3~4 seconds?

They've been like this for years; me and quite a few others reported this way back when they were nerfed to function this way in... what was it, 2016 or 2017?... and we never even got a response that I'm aware of, so it's probably intentional.
The 2-second grace period doesn't exist. It doesn't exist so hard that Rampage Gravitar's half-second Knock Up from Force Geyser that barely sends you off the ground is consistently-and-always enough to get rid of a circle, as is stepping outside it for more than something like a quarter second. (My headcanon is that it's actually got a 0.2sec time limit, because you can step outside for one or two server ticks but no longer than that, and moving a decimal one spot out of place seems like a CO spaghetti thing to have happen.)
Meanwhile, the 3-point Advanced Casting adv for all circles is also a lie; it's still mandatory to actually use circles because of how often you'll be knocked out of them but the "10 seconds" stated in the description for it is actually closer to maybe 4 or 5 seconds, just barely enough for, say, a Qwyjibo tank to get knocked away by the yellow BOOM, drop lava JUST outside the circle and step back onto it.
The fact that the forums refuse to tell you how close you are to the character/post size limit until you attempt to post something that happens to be too big- and the automated spam filter will immediately completely lock you out of posting long-term if you attempt to post or edit posts too close to the character limit- is genuine agony.
