Vehicle Weapon "Paint the Target" Doesn't Work

Paint the Target is a vehicle weapon you can buy from the questionite shop that states in its tooltip that: "Targets affected have their resistance to Vehicle Attacks reduced by 50% while the attack is maintained."
After I tested this with a friend it seems to not work for my allies who are in vehicles and are using Vehicle Attacks against my target, and it seems the power works for my OWN attacks ONLY. The part that makes this weapon dysfunctional is the fact that you can't use this attack and use other attacks while maintaining it. In its current state it is 100% useless.
Could this vehicle power be changed in some way so that it could support other vehicle users? I bought zen, converted it into questionite, and bought this vehicle weapon from the questionite store thinking I could make use of it, but it, quite literally, does nothing.
