How hard would it be to make it so that we could make our Nemesis part of one of the existing criminal factions, like VIPER or The Purple Gang?
I mean, all the assets already exist. You might have to add some dialogue bubbles to Nemesis encounters, but otherwise shouldn't be difficult, right? And add appropriate costume pieces to the Nemesis creation system.
