Ultimate Havoc Stomp PVD bug

I've just tested this an hour or less ago.

There appears to be a specific combination of factors (jumping from a height with a travel power on) which cause the Ult PVD Havoc Stomp to still enforce a 1 minute cooldown on base Havoc Stomp.

If this is intended, please consider stating this on the device.

Notes:

- Havoc Stomp is power 5 on this build.
- Base Havoc Stomp is Rank 3 on this build.

    Ultimate Havoc stomp also does not get put on CD by other ultimates.

    Not shown in video, but you can apply Commanding Presence again once it's internal CD has passed.
