It states at 3/3 to reduce cooldown timers by 6%. Having a device with a 300 cooldown timer this should result in an 18 second reduction every 6s. However the actual amount is 14 seconds. That's around 4.6%

    Nope, Nevermind. It takes Aura of Arcane Clarity into account. *sigh* Just wish I had thought of that sooner. My bad.
