Therakial's Blade Devoid Inconsistency

The new effect that Therakial's Blade was given does not apply consistently, seemingly choosing when it will apply Devoid at random. I completed several combos with it and it only applied Devoid after about 4 combo completions.

If it is not meant to be 100% application rate on the final hit, please have this denoted in the tooltip.

    I cannot repro this. On a fresh target, does it always apply?

    After some more examination, it turns out the bug is related to another power; Dimensional Collapse seems to be preventing Therakial's Blade from applying Devoid. I tested some other applied DoTs but Collapse so far is the only one preventing it. This includes anyone else's application of Dimensional Collapse, not just personal. That being said, it does work in all other tested scenarios.
