Toxic Blades Application Rate

The Toxic Blades device appears to have incorrect application rates of Deadly Poison, as the tooltip advertises a 100% application chance on the final combo hit when Ego Weaponry is rank 3, but there are occasions where completing the combo gives no stacks of poison. The chance is still high, but if it is not meant to be 100%, this should be reflected in the tooltip.
