Radioactive Roar Costume Transformation not unlocking account wide

Hello, and good evening. I have encountered this particular issue after unlocking on 5 characters this costume transformation. I tried many things:
1 - Waiting for the perk "Radiated" to be granted.
2 - Did the mentioned above and swapped instances for example from my hideout to Millenium City and viceversa.
3 - When I get the "Radioactive Roar Costume Transformation" item, it stays in my inventory and I get a message saying "Unable to use this item". When hovering my mouse over the item granted, it says it is safe to discard it.
X - I thought there was only an issue of the Monster Idle perk, which is documented on the patch notes of March 14th, 2024.
