Tough spec in CON -- Half HP Bug, still around since 2014

Hello,
The Tough spec in CON still gives half the stated HP. For 3/3 the spec still only gives 0.75 HP per point of SSS vs 1.5 HP stated. This bug was posted all the way back in 2014 (and it was a surprise that it was me who posted it 10 years ago!), see:

Besides fixing the bug, we really should consider maybe increasing the HP benefit to be like Swole in the STR spec tree. Why not give 1/2/3 HP per point of SSS? Anyone taking CON as primary is a tank, most tanks would stack CON above all else.
