DUC and Detect Vulnerability BUG - HUGE

Just confirmed a huge bug on Depleted Uranium Core users and Detect Vulnerability users. On any power with multiple hits like Bullet Ballet, Ego Weaponry (3rd hit), Bladed Fury, Whirling Dragon Strike and all DoTs like Hex of Suffering:

Every subsequent hit will not apply the DUC of DV resist debuff

Easy to confirm on Combat Logs on PH Dummies. With no other resist debuffs active, and since they have 20% damage resist every subsequent tick is: You did X damage (X*1.2).

I never understood why certain powers had multiple hits -- seemed like unnecessary spam. One easy fix is to just make it one hit. Of course, this won't address DoT powers and fixes many other powers.

DoTs can't fully benefit from DUC or any Defense Penetration beyond the first hit, since the subsequent hits are tagged as yours but actually are generated by something the first tick applies...and that doesn't have a def pen value.

Its also why Congress of Selves is terrible passive.

As for Combos...that's a new one. Might be helpful to post combat logs to illustrate what you mean as well as steps to repro.
