[Brilliant Cleave's] Heal for Illuminated Targets is not proccing

Brilliant Cleave has 2 different heals on every hit, one that procs innately, and the other that procs on illuminated targets only. However, I have noticed that the Heal proccing for illuminated targets is not working at all. I'm unable to get the full effect of a heal even when playing solo and I'm the only illuminated friendly. Please fix this.
