Lemuria Ghost Pirates kill-count issue

While trying to get some Rogue Gallery perks done i noticed some problems with the Ghost Pirate faction kill count.
-Ghost Pirates from the Open Mission Ship of Fouls do not count towards that faction kill count total.
-Ghost Pirates labelled as Deceit Ghost pirates which are near the other Ghost Pirates also do not count for that faction kill count total.
I am not sure if this is a bug, or working as intended.
