when testing against various hold types, there is no visual difference in the time taken to break holds. nor is it any easier to brake the hold. this leads me to believe the "crowd control resistance" part of this device is infact bugged.
Steps taken to reproduce this bug: i attempted to stun a target with and without the serum, in both instances the target did attempt to break free from the hold, no difference in hold time from what i observed.
