Now that I'm actually using Electric Vengeance, I've... been noticing this. Whenever either Electric Vengeance or Reaper's Embrace is used, the one used goes on cooldown (as short as that is) immediately while the other waits about a second before actually going on cooldown. This provides the unintentional effect of being able to ignore the cooldowns entirely when using the base power and PVD on their own to alternate Reaper's Embrace and Electric Vengeance full-charges, and at the same time prevents builds that alternate Electric Vengeance full-charges with full-charges of other "stock" melee powers (read: BCF, Annihilate, Haymaker, Dragon's Claws, etcetera, in for example, EV>BCF>EV>BCF>EV>BCF>EV>BCF>BallLightning>Hurl) from smoothly weaving a Reaper's Embrace into the rotation instead of an Electric Vengeance for the sake of rupturing bleeds. The former seems like it shouldn't be a thing even though it is, and the latter seems like it should be a thing even though it isn't, which comes off as just about buggy enough for me to report here, especially when AOs and ADs for example go on cooldown within a server tick of each-other rather than staggered an entire second apart. Even dual ults (the most often pick being Vorpal Blade and the Ultimate Sword Cyclone PVD) both go on CD on-time whenever one of them is used, so... that's my reasoning behind this one.
The fact that the forums refuse to tell you how close you are to the character/post size limit until you attempt to post something that happens to be too big- and the automated spam filter will immediately completely lock you out of posting long-term if you attempt to post or edit posts too close to the character limit- is genuine agony.
