Orbital Cannon appears to be bugged in two ways atm. For the 1st, the baseline version of the power seems to have its initial blast land on all targets that were initially in the area (instead of just when the blast hits), and no matter if they move away from the area. Summoning the area and pulling an enemy that was outside of it into the blast (before it goes off) still fails to register the hit on that target. Conversely, moving an enemy that was originally in the area out of it before the blast hits still has the blast register on them when it goes off.
Secondly, the Anvil of Dawn adv's continuous beam appears to not be moving w/ any target at all. It initially gets summoned where the initial target was when the first blast hit (confirming the 1st bug), and then just stays there, no matter if the target(s) move.
