Bug: Locus making various Onslaught Gloves remain active while transformed into OVs/Vehicles/etc.

This was originally just going to be a tiny bump to my prior thread relating a similar experience, but I did enough testing on this to figure out what was causing it on my own, so I figure I'll post this as its own thread and leave a link to that prior thread, since that prior one's still an issue as well, and they're basically the same thing but caused by different Specs.

Note! I was writing this as I went, so there's plenty of "I'm thinking it's ABC" and "I'll now test XYZ" that's just me going through the process as I write. To summarize, the end conclusion was that Guardian tree's Locus, at any rank (1/2 or 2/2) causes ALL aggressive/damage-oriented OV gloves to remain active on ALL OVs. I did not, at any point, test Onslaught Gloves of the Savior or Onslaught Gloves of the Defender. I specifically tested Slicer, Sniper, Grond Onslaught, Gravitar Onslaught and Medusa Onslaught gloves.

With that out of the way, welcome to my process...

On this build with the following gear:
Primary Off: Justice Precision (Ego Enh 7 / Ego Enh 7 / Growth Am 7 / Growth Am 7)
Primary Def: Justice Fitness (Ego Arm 7 / Ego Arm 7 / Growth Am 7 / Growth Am 7)
Primary Util: Justice Efficiency (Ego Enh 7 / Ego Arm 7 / Gambler's 7 / Clarence Machinery 7)
Secondary Off: Onslaught Sniper (Ego/Dex Enh 5)
Secondary Def: Onslaught Fitness (Ego/Dex Enh 5)
Secondary Util: Onslaught Speed (Ego/Dex Enh 5)
With the following devices slotted in order: TT Divine Mirror, Witchcraft's Magic Candy Corn, Star Refill, Thorn Shield, Become Medusa OV, I encountered an issue in which ranged attacks as Medusa were proccing Osnlaught Sniper Gloves' ranged-base Onslaught Burst stacks. I only just now noticed this, but I can confirm it was not happening last week. I'd assume, but have not yet tested, that other Onslaught gloves might have a similar effect. Testing on a wholly different character with all devices unslotted except for a Become Gravitar and all gear unslotted except for Sniper Glove, and Gravitar's ranged attacks were also proccing Sniper Glove stacks. Swapped to a third character with sniper gloves and unequipped all devices and gear except for an OV Grond and the Sniper gloves, and none of Grond's attacks were proccing stacks, even his rock throw.

Now, this got me curious enough, so I decided to snag a completely blank character on the PTS. Level 40, hybrid, literally no specs or powers except for a R3 Mach Speed, no gear equipped except for OV gloves with no mods in them, and I got the following. (I am not testing Medusa Gloves at this point because I don't think OVs even HAVE a combo, and the issue I found with them is one I already mentioned in a prior thread.)

Grond + Slicer: listed as "currently enhancing: nothing" even at 90+ energy. With Grond having, to my knowledge, no defense debuffs he can apply, there's no way to stack Slicer stacks anyways.
Medusa + Slicer: listed as "currently enhancing: nothing." To my knowledge, Medusa doesn't have any defense debuffing effects (though I only ever PvE with her so anything gained by engaging with her stacking energy+charge debuffs and stuns is lost to me.)
Gravitar + Slicer: listed as "currently enhancing: nothing." Same story as Medusa on me doing PvE only, so I don't think there's anything that reasonably COULD proc Slicer stacks.

Grond + Sniper: listed as "currently enhancing: nothing" even at 90+ energy.
Medusa + Sniper: listed as "currently enhancing: nothing" on initial transformation, even though on the two characters mentioned before encountered it, and the tooltip read all of Medusa's attacks on the Sniper Gloves' currently-enhancing list when I encountered it.
Gravitar + Sniper: listed as "currently enhancing: nothing." This is where I'm just going to go off the device's tooltip, because it feels like it's an issue with something on the first two builds that isn't on the third, so...

Grond + Grond Onslaught: "currently enhancing: nothing."
Medusa + Grond Onslaught: "currently enhancing: nothing."
Gravitar + Grond Onslaught: "currently enhancing: nothing."

Grond + Gravitar Onslaught: "currently enhancing: nothing."
Medusa + Gravitar Onslaught: "currently enhancing: nothing."
Gravitar + Gravitar Onslaught: "currently enhancing: nothing."

Moving on from that, assuming it must be an issue with the two builds that isn't present in the third, or in the blank on the PTS, and not a gear issue, since the second and third were tested with no gear or devices slotted except for the Sniper Gloves, and... well, all three are using Targeting Computer. All three are using Antagonize. The EUs are different for each. All three have different ults. All three have Resurgence. Only one has an AO. One that bugged has Res Serum and the one that didn't bug also has Res Serum. All three are Ego/Dex/End Ego-stacked. It shouldn't be ego specs at all, the ones that both the characters that bugged share are used by the one that didn't bug, with only one (Insight) at a different rank.) Ego Mastery across all three. Comparing, though, both the ones that bugged have Avenger Tree, while the one that didn't bug has Vindicator instead. The Guardian specs differ slightly but I'll test the "Locus 2/2 Fortified Gear 1/3 instead of Fortified Gear 3/3" after.

So! For the sake of testing, and I'm testing right now as I write this, I'm taking Ego prime, no secondary superstats, and using identical Ego specs to the third character that didn't bug (Insight 3/3 Aggression 2/2 Follow Through 3/3 Exploit Opening 2/2) and testing Sniper specifically on all three OVs.

Grond: "currently enhancing: nothing."
Medusa: "currently enhancing: nothing."
Gravitar: "currently enhancing: nothing."

I feel very confident that it's SOMETHING in Avenger tree. The two that bugged have the following: (Ruthless 2/2, Cant Touch This 1/3, Anguish 2,2, Round 'em Up 3/3, Surprise Attack 2/2) and (Ruthless 2/2, Anguish 2/2, Round 'em Up 3/3, Relentless Assault 3/3.) The two have the following in common: Ruthless 2/2, Anguish 2/2, Round 'em Up 3/3. So I'm going to take them in that exact order, pop a Medusa (the first OV I noticed the issue on) and point out after taking each one if that was the one that did it.

None: "currently enhancing: nothing."
Ruthless 2/2: "currently enhancing: nothing."
Then Anguish 2/2: "currently enhancing: nothing."
Then Round 'em Up 3/3: "currently enhancing: nothing."

Okay, now having done THAT I'm not sure what the deal is, unless it's a Live-only issue, so I'll go Surprise Attack 2/2 and Can't Touch This 1/3 and test again, and move on to filling out Guardian if that doesn't yield anything. And, testing that now, it doesn't!

Now, what did the two that bugged out have in common on Guardian? Fortified Gear 1/3, Locus 2/2, Ruthless 2/2. The former had Find The Mark 2/3 and the latter 3/3. The former had The Best Defense 3/3 and the latter 2/3. The one that did NOT bug out had Fortified Gear 3/3, Ruthless 2/2, Find the Mark 3/3, and The Best Defense 2/3. If any of these is doing it, then, it's probably Locus for whatever reason, so I'll test in the order of...

Locus 2/2: Currently enhancing: TK Eruption; TK Lunge; TK Wave; TK Shatter; TK Spear; TK Breaker
Applies in specific circumstances

No need to test the rest, Locus is apparently what's doing it! But now, I'll make another fresh hybrid at level 40, take nothing but a R3 travel power, the same Ego specs, then Locus 1/2 and test, then Locus 2/2 and test.

Note: on Live, Locus 2/2 was doing this with Gravitar. The Grond, I tested on a character that did not have Locus, so I'll test that later once I know if it's just 2/2 or if it's both ranks that's doing it. I said earlier I wasn't testing Medusa Onslaught gloves, but at this point, I'm going to wind up testing all five "attack" gloves on all three OVs.

For confirmation, no Locus on Medusa: Nothing.
Locus 1/2 with Sniper Gloves on Medusa: Affecting all of Medusa's relevant powers.
Locus 2/2 with Sniper Gloves on Medusa: Affecting all of Medusa's relevant powers.

So, it appears that either rank of Locus is allowing Sniper Gloves to affect Medusa's relevant powers. So now, NOW I'll play the checking game with Locus 2/2 on all three OVs with each of the five "attack gloves."

Having tested all of those, apparently Locus is acting like Warden Mastery and allowing the various OV gloves to remain active if they were equipped before the OV was activated. Just like the Warden Mastery issue, unequipping the gloves fixes it, and just like the Warden Mastery issue, equipping the gloves (any of them) AFTER becoming an OV (or Vehicle or Become or other transformation device) results in the gloves correctly not applying their effects to the device's powers.

Next, for the sake of it I retconned to a blank slate and took Brawler with The Glory of Battle 3/3, since it's a very similar effect to Locus. And The Glory of Battle does not appear to allow the various gloves to remain active while Transformed.

I then tested Warden's Reactive Strikes, thinking it might be a matter of having a "hidden" effect able to proc on hit allowing and it did not bug out like Warden Mastery and Locus did.

I then took Warden's Tenacious, as unlike Reactive Strikes it's a GUARANTEED effect and not a chance effect, and that did not bug out either.

In conclusion, Locus is neck-deep in the spaghetti just like Warden Mastery is.
The fact that the forums refuse to tell you how close you are to the character/post size limit until you attempt to post something that happens to be too big- and the automated spam filter will immediately completely lock you out of posting long-term if you attempt to post or edit posts too close to the character limit- is genuine agony.

This is my cry for help

This I can repro. It's not specifically Locus causing this, rather a type of attribute a power can have, but that information helped out, thanks. I'll be able to fix it for Onslaught and Vehicles, but I don't think I can fix it for regular become devices with how they're currently set up.
