Build Around Electric Vengeance?

I recently got a power replacer that makes Reaper's Embrace an electrical move, and I was wondering if there would be a good way to incorporate an electric swordsman? Probably very difficult, but you guys are very creative.

Well, it looks like the device deals extra dmg on targets w/ NI, instead of dealing extra dmg based on bleed stacks. So you could build around spamming it w/ NI up, though that'll be a bit costly. You could also use Sparkstorm + Ball Lit + NI to help, as that combo of powers can apply NI and also give you a lot of extra energy to work with:

(Unnamed Build) - Freeform (Melee Damage)
    v3.45:38

    Super Stats
    Level 6: Dexterity (Primary)
    Level 10: Endurance (Secondary)
    Level 15: Constitution (Secondary)

    Talents
    Level 1: The Chiller (Dex: 10, Con: 10, Rec: 8, End: 10)
Level 6: Amazing Stamina (Rec: 5, End: 5)
    Level 9: Impresario (Dex: 5, Rec: 5)
Level 12: Quick Recovery (Con: 5, Rec: 5)
    Level 15: Accurate (Dex: 5, End: 5)
Level 18: Boundless Reserves (Con: 5, End: 5)
    Level 21: Acrobat (Dex: 5, Con: 5)

    Powers
    Level 1: Electric Bolt
Level 1: Sparkstorm (Rank 2, Electric Personality)
    Level 6: Ionic Reverberation
Level 8: Electric Form (Rank 2, Rank 3)
Level 11: Form of the Tiger
    Level 14: Ball Lightning (Triplicity)
    Level 17: Resurgence (Rank 2)
    Level 20: Reaper's Embrace (Rank 2, Rank 3)
Level 23: Electric Shield (Rank 2)
    Level 26: Conviction (Rank 2, Rank 3)
Level 29: Lightning Strike (Nailed to the Ground)
    Level 32:
    Level 35:
    Level 38:
    Adv. Points: 25/36

    Travel Powers
    Level 6:
    Level 35:

    Specializations
    Dexterity: Combat Training (2/3)
    Dexterity: Gear Utilization (3/3)
    Dexterity: Deadly Aim (3/3)
    Dexterity: Expose Weakness (2/2)
    Vindicator: Aggressive Stance (2/2)
    Vindicator: Merciless (3/3)
    Vindicator: Focused Strikes (3/3)
    Vindicator: Mass Destruction (2/3)
    Warden: Fortified Gear (3/3)
    Warden: Ruthless (2/2)
    Warden: Elusive (2/2)
    Warden: The Best Defense (3/3)
    Mastery: Dexterity Mastery (1/1)

Not an early leveling build, and the last 3-4 powers can be w/e ya want.

It generally keeps Ball Lit and the Sparkstorm toggle up when in combat, while charges of Elec Veng (the device) can be the main filler attack. Elec Siphon could also be taken as a nice healing option, if desired. Other toggle/forms could also work here (like FotTempest w/ Dex or Power Source w/ End), but FotTiger is good for reliability as long as you are frequently charging the device's attack. If you want more SB powers in there, then you could maybe add something like Scything Blade for its Swallowtail AoE DoT adv, Swift Strike for a quick stun, and/or Tornado Slash for some extra utility (the block and/or lunge could also be replaced w/ SB's versions). Gears mostly for Dex, w/ some End and Con (and some cost discount on gear).

End PSS could also potentially work well here, if you can keep your energy high enough for Outburst:
    Super Stats
    Level 6: Endurance (Primary)
    Level 10: Dexterity (Secondary)
    Level 15: Constitution (Secondary)
    Specializations
    Endurance: Readiness (3/3)
    Endurance: Gear Utilization (2/3)
    Endurance: Outburst (3/3)
(the remaining 2 points can be in anything other than Quick Recovery)
    (...)
    Mastery: Endurance Mastery (1/1)

Interesting. It's such a strange combination to have electric and SB, I was curious if it would even work at all. Thanks much!

Yea, testing it out, the build was pretty flashy and enjoyable (though the device still has a very brief cd w/ RE taken, which can be a little weird in practice). Regardless, have fun out there 8)

I've been playing around with how to build something like this since i got the PVD as a drop.
It's basically the same but I dropped Sparkstorm because i found it clunky and burdensome to keep recasting it.
Instead i took Chain Lightning. The primary benefit of this is having Superconductor debuff on tap and Ball Lightning will refresh it. This is essential for my Onslaught gloves.
I tested both Dex PSS and End PSS and decided i liked End more. The DPS on my meter was virtually identical with a very slight (~40dps) win for Dex.
I took Hardened in the End PSS spec for more HP because i'm like that. If you have trouble with keeping energy up for Outburst then you can take Kickback instead. The brief CD on the device will let your EB go off almost every time so you'll be getting that extra 10% of your energy constantly. You can also take the adv for your EB to get more NI since the EB will be going off if you use it in Toggle mode.
    Invincible is for soloing QWZ.
last slot is for a revive (self or team) or an ultimate. i haven't made up my mind.

    Level 12: Accurate (Dex: 5, End: 5)
    Level 15: Paramilitary Training (Str: 3, Con: 3, Rec: 3, End: 3)
    Level 18: Agile (Dex: 8)
    Level 21: Enduring (Con: 8)

    Powers
    Level 1: Electric Bolt
Level 1: Chain Lightning (Lightning Helix, Superconductor)
    Level 6: Ionic Reverberation
Level 8: Electric Form (Rank 2, Rank 3)
Level 11: Form of the Tempest
Level 14: Ball Lightning (Triplicity, Supercharged)
    Level 17: Resurgence (Rank 2)
    Level 20: Reaper's Embrace (Rank 2, Rank 3)
    Level 23: Deflect (Rank 2, Rank 3)
Level 26: Electrical Siphon (Rank 2, Rank 3)
Level 29: Lightning Strike (Nailed to the Ground)
    Level 32: Invulnerability (Rank 2, Rank 3)

    Warden: Ruthless (2/2)
    Warden: Elusive (2/2)
    Warden: The Best Defense (3/3)
    Mastery: Endurance Mastery (1/1)

For my testing i used 7x R5 dex mods and 2x R5 End mods in Virtuous gear with OV Secondaries and an R7 SB utility mod.
if you use R5 Dex/End Dual Stat mods you'll get slightly better overall numbers for nearly the same investment.
My average dps was 4k with very little effort.

This bind should let you full charge the PVD if it is in the first slot, and it will turn on your EB if it is set to one of the Toggle modes. Replace "2" with your key of choice.

    /bind 2 "InventoryExec 1 DevicesWeapons 0 $$ DefaultAutoAttack 1"

Yea, the Sparkstorm toggle can be good, but I also understand that not everyone is going to like that sort of playstyle. Seems like you have a good version of the build here, and the bind macro is a nice tip.

For an electric swordsman, just go STR/DEX/END w/ Ball Lightning, Ionic Reverb and Sparkstorm. (For clarity, Strength Primary superstat, DEX and END secondary superstats)

Stack DEX and be sure to have a dash of END.

Form of the Swordsman and your main focus is Single Blade.

You need to keep Ball Lightning and Sparkstorm active, grab a device to apply Superconductor.

That's how I run one of mine currently:
