Just how useless is Shuriken Throw (or is it Useful?)

I've been toying around with Shuriken Throw for some time during my testing of a build and I don't see to see how useful Shuriken Throw can be, given it's advs are 10% only chance, besides the KD and applying from your Form/EU, I can't see what else it has going for it.
There is even a device that is a copy of Shuriken Throw but 100% Poison Damage and Stuns.
