I only used Holy Water on a Team Fortress 2 - inspired Medic build, and there it's just throwned in just for free power and a way to trigger my MSA EU!

Sometimes I think the devs throw in garbage powers as a sort of intelligence test. That being the case, it will likely stay as is.
Scorching Impact and Neuroelectric Pulse are those powers to me!
Scorching Impact because its a LUNGE tagged as RANGE damage power, that knocks everyone in idiotic amount of magnitude
Neuroelectric Pulse because it lucks any useful ADV beyond the energy gain rune that is not that useful to me anymore
At least both have Restoration ADV
In the end of the day, a power Lives and Dies not only by it's default innate effect but also how useful ADVs utilities they provide to the player and synergies
Take for Example: Shadow Explosion, it's full of useful ADV choices but it has a ridiculous cost (the DEVOID ADV should NOT require full charge with this cost and easy to get interrupted charge, it's ridiculous)
on the other side of the spectrum there is Shadow Scheme which has no ADV at all, but it's amazing power to have on Rank 3 because it's packed with random effects, knocks and CC! With a fair CD to balance it!
its very using on solo content (see Soloing QWZ)
