Lockbox Costume Sets and purchased Costume Title Perks Retroactively added?

Will there be perks added for all the lockbox costumes between Cybernetic and Vigilante sets. Not only the titles are pretty great, but it is also nice to keep track of the costumes that are missing.

Also can costume titles purchased with Dev tokens grant the perks related to them?
