Looking for some feedback on this build. Yes, I plan to farm enough gear for a full set of Justice for DPS (all INT) and Virtuous for Support (all PRE), OV secondaries plus a Vigilante Rejuv belt for Support. It will be a pain to swap mid battle from one role to another and retoggle the form. Iniquity appears to heal for about 4K with 8 stacks. Could probably prepare some in-between setup for soloing by swapping DPS secondaries for Healer secondaries.

EGO PSS compensates a little bit for healing by having higher crit/severity vs PRE PSS plus you get higher Defense. DPS-wise the build appears almost identical to a pure DPS sorcery build except for a little less crit (DEX vs PRE SSS).

Also, any suggestions on Devices or other Gear?

It may be a bit easier to just use Concentration as the dps toggle instead of Spellcaster here (since you already have the Wisp's Guide as an Enchantment for Soul Beam), and it also can scale w/ Int. You also seem to have not filled out the 3rd spec here, and Iniquity will imperil you a bit more w/o Pres PSS's Selfless Ally (though that can also be worked around). Otherwise, the build looks pretty good for a dual passive & toggle/form build, as does the gear you plan on getting for it. Can't help ya much w/ devices, but maybe someone else w/ more experience can assist there.

Concentration is a great idea, I was fixated on Spellcaster because I was originally thinking of DPS/tank and it’s one of the few ranged forms viable for tanking.

Thinking of going back to PRE PSS and taking DEX instead of EGO, the higher crit rate may make up for lower severity. Also got a question about gear, do healers who deal damage take the Virtuous Healing glove or do they take Precision? The extra 15% on Healing seems trivial.

Well, it depends on whether you want more reliable healing (and a small PSS boost) or a bit more dmg and crit-able heals (crit/severity won't impact certain heals, like Iniquity, but can for stuff like Life Essence). I assume that conventional healers would want the healing bonus, since they often make builds that are committed to healing, but your priorities can be different if you also value dps and are able to regularly throw in some dmg when playing as Support.

Decided to test it out in PTS, looks like having a Healing Glove over Precision Glove increases Iniquity's heal by 3%. Doesn't seem like a lot vs. an extra 3% crit and 16% severity but of course that's for crittable heals only.

Alright, well it sounds like you're pretty far into the DR for bonus healing, but not for severity rating. That severity bonus is still good, so at least for LE and dps you can take it instead (and/or you can also mod for severity in any offense gear).
