Pls move device and pvd hue selector to character window

As-is, they take up screen space while not being something thats used very often. The devices were colorable in the character window tab before, which worked well. All that needed to change was to add the pvd hue selector there as well.

If this change was for the power variant and ultimate devices, just add the power variant tray in the character window instead.

Or at least give us a button to turn these off.
