Do debuffs such as fear, jinx, etc. work on Cosmics? If they do, do they use Cryptic math? i.e. 2x 10% debuffs is effectively 16.7% (1 - 100/120). Thanks!
Sorry if I don't directly answer your question, but that is because I don't know the correct answer.
I feel that the debuffs, at best, help the player when the power(s) they are using REQUIRE/USE the fact the debuff exists on the target.
For example, FEAR is on the target. Now, Lifedrain w/ Vampiric sympathy advantage is proccing, because the advantage needs the debuff on the target.
Still, to answer you question anecdotally, I frankly think none of them ever do the full amount of debuffing TO the target, when it is a cosmic. Otherwise, the long string of debuffs would effectively neuter the damage output of any cosmic, in my opinion.
I'd imagine that maybe there is some maximum threshold percentage that a cosmics' damage output CAN be reduced by stacks of debuffs. What that might be, I do not know.
