So after discovering that Dust Devil no longer allows two Dust Devils to exist, I decided to do some testing on Dust Devil with Triple Threat and to compare it against the other elemental pets. The short answer is, Dust Devil bites the dust and is arguably, now, the weakest of those pets.
There's a bug with taking rank 2 with Triple Threat. The TT tooltip says Dust Devil will now deal 40% of normal damage as Crushing damage, an additional 40% of normal as Cold damage and an additional 40% of normal as Electric damage. That would suggest taking TT will increase overall damage by 20%, the same as adding a rank. Taking rank 1 with TT does indeed increase the overall damage by 20%.
Taking rank 2 with TT, on the other hand, appears to be correctly applying 40% to the rank 2 Crushing damage and 40%, incorrectly, to the rank 1 damage for Cold and Electric. That leaves rank 2 with TT at about a 6% damage increase from rank 2 damage or 14% below rank 3 damage.
I tested the TT damage increase for electric damage when the target was affected by Negative Ions and it does seem to increase the damage by 30%. I haven't tested with the Chill damage increase yet and am assuming it's the same. If so, in it's broken state, damage to a target with both status effects should only increase overall damage by about 4.5% DPS for rank 2 with TT over just rank 3 of Dust Devil.
Next, I did a high level comparison of Dust Devil against Ball Lightning, Fire Snake and Wall of Ice. IMHO, Dust Devil in it's current state, falls well below the other pets.
Ball Lightning with it's 10' DoT and 15' detonation does more DPS, can do additional damage by arcing and procs the powerset's energy unlock.
Fire Snake appears to have lower base DPS but applies the Engulfing Flames damage debuff for itself and other Fire powers, can do additional DPS with Clinging/Leaping Flames, can do more damage when affected by Unstable Accelerant, No Quarter and/or Fire Form's Fiery Light damage buff(s). It does have a longer cooldown than the others.
Wall of Ice does significantly more DPS, applies a root and procs the powerset's energy unlock.
So that leaves Dust Devil as a low DPS DoT, with little utility for the Wind powerset, that can't proc the Wind energy unlock and inherently has issues with needing multiple resistance debuffs. Plus, it recently had it's damage cut in half by not allowing more than one at a time. It looks to me like Triple Threat was a means to overcome the damage resistance debuff issue as long as specific conditions were met, in addition to requiring taking Stormbringer or Night Warrior. Realistically, Dust Devil with TT would fare best in OM content where it's most likely multiple damage resistance debuffs and Negative Ions and Chill would be in effect. For solo content and small teams, much less so. Barring adding utility to the power, I'd like to see Triple Threat fixed for rank 2 and Dust Devil's damage doubled to compensate for the issue with only one being allowed or go back to allowing multiple Dust Devils to proc again.
