Variant Device for sets or attack powers

Was thinking could a Variant Device, be used to replace all the powers in one set like fire, ice, force and magic and such. This way you could have an ice character with all his ice related attacks be from a single rifle or gun or something. and in the case of magic, darkness and such be from a staff or wand or something.
