Give DUST DEVIL Innate Vacuum so it can trigger Wind Reverberation

Even after the Force Revamp where Wind got some updates, Wind Reverberation is still the most obnoxious Energy Unlock to work with outside the Wind powerframe!
Trying to utilizing this EU on mix and max elementalist builds is frustrating, It's really inflexible EU compared to its Knock EU counterparts!
In fact Soul Vortex does what Dust Devil should be doing! Wind support from Darkness
Dust Devil is a small tornado, why doesn't it have innate vacuum to begin with?
Not to mention it provides 0 Utilities and ADV to help the outdated powerframe, the least it could for now is have something to trigger its own EU

- Force has Shield Restoration and click powers with Entropy field as ADV
- Electricity has Ball Lighting
- Fire has multiple Fire Patches (including in other powerframes) with one being it's own power
- Ice has Wall of Ice
