"Up And Away!" Takeoff Flight Transformation does not unlock

Getting this perk gives you an unusable item on each character that says you can safely discard. The unlock does not appear in the tailor, even by logging out and back into the game.

I need help and I don't know how to submit bugs/forum posts other than replies, so sorry for not being on topic but I can't play the game and apparently they only accept in-game bug reports, but the thing is I can't play as any of my characters since the maintenance and I don't know what to do, someone help...
