The suggestions for reskins and adaptions is to hopefully make the powers easier to implement than all new animations for the devs.
Rainstorm for the Wind/Water powerset, a Ranged Area of Effect healing maintain, possibly reskin/combination of Lightning Storm and Conflagration animation, with water instead of fire for the latter as well as pose for the user with possible advantages to add energy and another for a group break free.
Living Waters, another for the Wind/Water power framework, a revive power, with advantage for group, a reuse/reskin/adaption of Torrent
Riptide, another Wind/Water power framework, a buff self Active form power, self heal, energy refresh with an advantage to break free, suggested reskin/adaptation of animations for Hurricane, using water instead of wind with Whirlpool as a rune (like Ice Barrier leaves a rune).
Thundering Revival, a revive power that with an advantage becomes a group revive, reskin/adaption/combine animations from Thundering Return with Lighting Storm
Aurora Borealis, a revive power that with an advantage becomes a group revive, the notion is that since Ice powers has a self-rez (Aurora), it should have a revive others power, a reskin/adaption/combination of Redemption (the user) and Aurora (those being revived)
Support Sat/Support Satellite (the name based on Support drones, consider it an upscale version in orbit) for the Gadgeteering power framework, a resurrection/revive that with an advantage is a group revive, reskin/adapt the Orbital Cannon animation.
Support Device (essentially a directed Support drone and in keeping in theme) a column area effect healing beam or single target with cone or column area of effect as advantages, reskin the Tractor Beam
Vita Ray Emitter (I'm not married to the names), a Power Armor Close Area Effect healing maintain, reskin/reuse the Gravity Ripple animation
Perennial, an Earth framework self-revive, reskin Aurora but with flowers instead of snowflakes, a venture into plant powers.
Lilies of the Field, a revive others power, with an advantage, group revival, with the Celestial redemption pose animation for the user and Aurora but with flowers instead of snowflakes for the targeted hero/heroes, another venture into plant powers placed in the Earth framework.
Giving Grove (or simply Grove), an Earth power framework where a healing "rune" is created, the "rune" is a combination of field of grass and flowers with trees, adaption of Ice Barrier for the trees, so more 3d than the typical 2d runes and another venture into plant powers.
Inspired by the City of Heroes Nature Affinity powers Wild Growth and Overgrowth. Perhaps since the game was originally Cryptic some of the animation might be imported?
And while not a healing power, a support power for Earth, a Crowd Control power, Crevice/Cleft, adapting the power from Armadillo, no explosion, just the hold, with the rest, if included, an advantage. Perhaps a reskin/adaption of both the Cave In (for the user) and the Armadillo power with the target caught between the two rocks as the hold animation.
Transfiguration, a self-revive for the Celestial set, use a reskin of Ascension
Holy Ground, a Celestial block, which performs a self-heal and with advantages to further the name, heals others nearby with perhaps a 3-point advantage to revive others who fall while the block is active (this advantage may be too powerful, not married to it, but Celestial should have a block), a reskin of Eldritch Shield and Force Shield with another advantage like TK shield that lingers with the character glowing while its in effect.

Rainstorm is likely an ultimate for the Wind/water power framework instead of a tier 3 power as much as I would like this power to be with the same character as the Tornado Ultimate power. Although it might still qualify as a tier 3 power instead.
Rewind, a self-rez in the Force power framework, and perhaps first venture to Time powers, reskin Aurora with cogs like a clock instead of snowflakes.
Retrocausality, a resurrection of others power in the Force power framework, another Time power, with an advantage for group.
And in the spirit of support Time powers a few Crowd Control ones:
Time Dilation, a root power that (perhaps with advantage cost) acts like Illumination where it debuffs foes, damage reduction to show slower arriving hits and buff friends with a bonus to avoidance or increase of dodge change.
Stasis, a hold/paralyze power, in the Force-Time power framework, reskin Containment field for a bubble and the Electrocution for the pose of the target caught or Ice Cage as the pose.
Relativity, perhaps due to the animation adaption/importing alone, an Ultimate in the Force-Time power framework, a Crowd Control that would be a group root with debuffs and buffs included where targets in the area of effect slow down, move in slow motion, like from the adventure pack (Demonflame?).
