Yea, I wouldn't take Eye Beams due to PA power lockouts. Its replacement could be w/e you feel is still appropriate. FC can be powerful, but also will be very expensive and will scatter any remaining enemies (fully charged R3 Havoc Stomp will also do that), so I may still pass on that. If you want a power that launches from the head and still has some utility, then you could consider a TP DoT power, but it's up to you. Another option is getting a basic ranged energy builder that can be changed to using Head emanation (many of the ones that don't use a weapon can); you shouldn't be using the energy builder much, but it is another possible way to sneak a sort of eye beam in there.

The build also lacks Haymaker, which you prob still want for single-target dps.

I'll suggest a bit of an alternative that I'm using on Supper Man.

Infernal blast w/ Virulent Propagation. Venomous breath w/ Paralytic Bile. Aspect of the Bestial. Mephitic. Then whatever might/melee you want.

When it's not bugged, tapping Infernal Blast refreshes poison stacks and Mephitic. So, it can be fitted into ANY rotation.

Challenge can be on Infernal Blast and/or Venomous breath.

I enjoy the advantage on Infernal Blast to hit mutiples and spread the poison(s). Not big damage, but fun.

You could toss in Will o wisp for debuff, which also gets spread by charged Infernal blast.

Eye beam can work as a fun opener, but won't be more than just flair. Kinda what flow suggested; an energy builder from the head like the ones in force or power armor can be a cool sub for "eye beams". Only thing is that might make it harder to access other powers. You can then take wind breath with unstable footing for theme and solid utility.

    Just a thought:
