Voucher vendor

so i was looking through my bank and found 2 gold foil special item coupons that i had totally forgotten about. they must have been in there a fair while. as i don't need anything from them i went to the voucher exchange vendor. thing is, on the on the selections that say "requires one gold foil special item voucher" i can't trade them in for anything. am i missing something? i checked the wording on the ticket and is is 100% what it says is needed for a turn in.

    The Gold Foil: Special Items vouchers are redeemable at the Collector's store at the base of the ramp in front of the bank. The bigger vendor has the actual items that you trade vouchers for. The smaller vendor next to him is who you talk to to trade old Gold Foil vouchers for the new, more specific ones.

    Both NPC vendors won't accept them? Weird.

    There is "Gold Foil Special Item Voucher" which needs to be converted to the new gold vouchers (choose to convert to travel power voucher obviously), and "Gold Foil Voucher: Special Items" which is used in the collector store. They are similarly named so its easy to get confused and mix them up.
