aside from the occassional "keypack" that offers this cosmetic and the auction house, does this drop anywhere?
I do see them on the auction house, but cant afford it at level 12-ish.. is there a good way for me to farm currency at low level? How often does this return as a keypack? seems like they dont rotate them very often.

Anyway... there isn't another way to get it that I know of. I think it has been sold twice now through key packs, but it has been a over a year since the last time.
Keep an eye on the Trade Paperback Store (or news about updates to it). Keypack items sometimes end up there.
As for farming Gs... buy low, sell high on the AH. That's all I can say.
