PVP SYSTEM REWORK IDEA

Hello everyone.

I've made a post a while ago about revamping PvP. I came up with an idea which in my opinion, can work.
Hero Games are "dead", since the rewards are really bad, and there's a huge gap (when it comes to gear) between players.
I suggest 2 things that'll help the overall system.
1) The gear of the vendors gets changed: Doesn't have to be gear equal to what you get from cosmics, but it should be better than what you get from the Questionite store. The gear can be equally as good as the cosmic stuff (what you get with GCR) but it should require a big amount of acclaim. This might take a while, so that the devs can decide the stats
2) Balance the player's gear with devices: Instead of joining a match with their own gear, players must acquire a device of sorts that would change the stats of the players to a preset. For example: A device would provide the player with predetermined stats (imagine it like the Innate talent) where the player gets their stats "recalculated" based on the device they get. This means if a player gets "The Blade" device, if it's equiped, the player gets these stats: Str: 100, Dex: 100, Rec: 100, End: 80, Pre: 50, Con: 50, Int: 50 (these need a bit of thought). The game should mandate the players to activate the device, else they can't join the match (kind of like the Wolves vs Hunters event during Bloodmoon). This way, there is no gear advantage between a new player and a veteran. The only thing that matters is the build and the skills of the players.

In my head, this system doesn't require a lot of effort to be made, but I'm not entirely sure if it's 100% fair or likeable.
