It's kinda redundant to have both Hurricane and Frost Breath, and ideally you'd want Ice Blast (w/ advs) if you're using Ice Spear (for the Chill refresh and for Hard Frost). Typhoon is still fine to keep as an AoE, though, just cause it has long range and can be used as an opener. I may also change the talents and spec options around a bit. Also, keep in mind that Icy Embrace scales more w/ End than Rec. Here's a quick edit of it:

Has 4 free adv points leftover (and 2 of them should prob go to ranking your most-used travel power).

Hurricane (or Frost Breath) can be your main AoE when closer up, while Typhoon can be used for long-range AoE. Ice Blast can put up Chill (when charged) and Hard Frost (when Chill is already on the target), as well as refresh both when tapped, while your main single-target attack otherwise is Ice Spear. I kept Torrent mainly for the healing rune option, but it could be a different power as well (like a threat wipe or Ice Sheath). Gears mostly for Dex, w/ some End and Con (and some cost discount on gear).
