Tested with poisoned shuriken and ice grenades. Both stuns do not scale with manipulator, but other effects like the root do.
Given that paralyzes and roots for devices scale off manipulator, it doesn't seem like this should be the case for stuns.
IIRC this was an intentional change made specifically to device stuns (look up Ice Grenade changes in PTS threads), because it was way too powerful for a device. (Like a 13 second stun etc)
I assume this was also done because the device roots and paralyzes are generally capped at Rank 1 or Rank 2, and players can actively counter it.
Actively countering stuns (which are solely time & resistance dependent) is less "balanced" I guess.
That's what I was afraid of... shame. Typical nerf on a power for PvP. Considering psionic accelerator is pretty absurdly strong as it is, it would be nice if the stuns scaled at all. A 1 second stun on a manipulator build is pretty dang puny.

Well not quite.
Psionic Accelerator received a gigantic nerf as well. It is now capped at a rank 2 paralyze effect and has had its target cap nerfed from 10 to 5.
But again, it is a PARALYZE, not a Stun.
I've never agreed with Stuns being more than 3 seconds anyway, so I personally think STUNS should be capped at 3 seconds max, with Mastery Stuns being 5 seconds max.

The clue is in the name to be honest (stun).
(Also Ice Grenade is much better on a DPS build)

...then again, you didn't say "better options" so I suppose there's always the chance that they could have more power taken away from them
