Looking to get an ice DPS build going and im not sure how to build one. This is one I found from 2020 but i dont have whirlpool so i dont know what to take for the last power, is it still good?

Yea, that build is still fine. For the last power, you could get a threat wipe, another CC power, Wall of Ice, Rimefire Burst (w/ Ice Spear's CFlames adv), or even Toxic Nanites (since Toxic is also Elemental dmg), but it's up to you.
