Torrent of Arrows' adv Overwhelming Force secondary effect not working

Torrent of Arrows' adv Overwhelming Force has a secondary effect that if the target is afflicted with Disoriented while getting hit by Torrent of Arrows, they get the Armor Piercing debuff. This isn't the case at all. I use the Torrent of Arrows on a dummy suffering from Disoriented and no debuff. The first effect still works if fully charge. Here is a video of this.
