Make Perk Points Useful

I'd like to see Perks and Perk Points work similarly to Badges in CoX, which grants small, permanent buffs when the player completes a certain collection. Complete a certain set of Perks, which would unlock the ability to purchase certain buffs/rewards with Perk Points. Could be a permanent 5% to maximum health or energy, melee or ranged damage, resistance to certain damage types, maybe even an extra advantage point or two.

Speaking only for me, perks and action figures (epscailly those that appear as big, shiny special drops during SG and NMI), are two of the dreariest aspects of the game. It takes forever for the perk list to update itself. I think that there are only a handful or so of perks that I've actually tried to complete, and those were ones that unlocked specific costumes or account-wide transformations. For me, there are so many other things I think the game needs that changing the perk system would be near the bottem.
