Chest Beam - Burn Through refresh issue

Chest Beam isn't consistently refreshing the Burn Through debuff to 15 seconds. If the debuff timer is above 3 seconds the debuff will refresh to 15 seconds. If the debuff timer is at or below 3 seconds it will refresh to 12 seconds.
