I stumbled across a build that @flowcyto made for another player recently. I tested some of the builds and worked off of his ideas while adding some of my own to build something that looks pretty damaging at first glance. I took one thing away and added two things where the holes were.

@flowcyto's recommendations for Freeform Rockstar <- Giving this user a shoutout and props for the basis.

What I did here was get rid of Impressive Physique. On the packaging, the power looks promising. However, the cost of endurance doesn't justify taking the power if you didn't get purple endurance gear slotted(Iffy on that one for secondary gear, though I might use an endurance stat mod or two for one of my primary gear pieces). So I replaced that power with Vicious Descent because the build's very nature is melee and you can't damage anything you can't get close to. And I added Relentless to knock those suckers down when I use it. The build also lacked an active offense, so I messed around with adding Aggressor.

Testing this build was fun and it works for me. Mostly asking for critique on how to make this build even nastier on the damage than it already is.

EDIT: One of these powers needs to be traded for Cleave... Most likely Call to Battle will get the axe. But I'll try that tonight.

    Yea, Impressive Physique is not something I would normally put in a build like that, but it was specifically requested by that poster. You can easily leave it out.

    The edit looks okay overall, and you could get the self-heal adv on Vicious Descent if you want. I prob wouldn't normally get Call to Battle for a HW tank either, but I guess you want some extra ally buffs in there (and keep in mind that the Ult can scatter KB, though it is thematic). You also don't technically need Cleave, since Eruption w/ adv can put up CFlames (and do it faster).

    I've made a few small changes to the build. Followed your advice about taking Work Up(Self heal) then tried Cleave instead of Call to Battle, but you were right about it being useless.

    So I've decided to put Call to Battle back in and trade the KB on that one for another self heal.

    EDIT: I feel like I'm missing some KB protection, but that seems to be more of a gear problem than an actual build one.

    For the record, the character I'm testing this build on has Heroic Gear Primaries: Precision, Defense, and Efficiency.
    And secondaries that benefit mainly intelligence with the utility one adding to Con and Max Health.

    In other words, the gear is still bush league.

    Well, you do have some Str in the build to help w/ knocks, otherwise much of that can come down to good blocking.

    Anyways, Call to Battle's adv is a KD instead of a KB. You don't need to take it, either way, but you don't have to worry about it scatter KB'ing either. Also keep in mind that multiple self-HoT advs like Work Up share a cd.

    You're missing a point in the 1st tier of Str PSS's tree. I'd prob get the newer Bastion adv on Vicious Decent. I'd also get Challenge on Annihilate (instead of AMetab). I may also trade Exhausting Strikes for Resolute in Protector spec. You could also consider getting Protector Mastery, since Str Mastery doesn't do that much for a tank.     I may pickup Physical Peak in Str PSS, to help w/ energy. You could also just get Decimate (or Bestial's Pounce) as a cheaper and faster lunge (or just drop any lunge power entirely, if you think that your travel powers are a good enough replacement), but that's more up to you. I'd prob also get Conviction to R3, and Talent for some more Rec to help w/ your resting energy. Having the break-free adv on Resurgence may also not be needed if you're keeping the R1 AO (though the R1 AO could also be replaced w/ a different power). The build's setup is a bit different from standard HW, in not using Arc of Ruin for No Quarter and taking TReverb instead of Pulv as the EU. But as long as energy is okay overall then it can still work out fine.
