Celestial Dragon Breath level bound

A friend of mine has two Celestial Dragon Breath devices (fron last years Hi Pan event) that are bound to the level their characters had at that time. (I'm posting cause their old computer isn't compatible with the new security settings of the forums)

I'm surprised noone else reported that issue, since it's almost a year since the event.
